The german PRO "GEMA" (Gesellschaft für musikalische Aufführungs- und mechanische Vervielfältigungsrechte - Society for musical performing and mechanical reproduction rights) administers the copyrights of the artists (musicians, composers) who are organized in it. In the case of music subject to GEMA, for example, there is a duty to pay royalties for mechanical reproductions or public performances. These fees (royalties) are in turn paid to the musician (author) on a pro rata basis.
Royalty-free music is music that is not registered with GEMA. In addition, the musician / composer (author) is not a member. Thus for GEMA-free music no levy to GEMA has to be performed.
After a one-time purchase of a license (acquisition of a right of use = licensing), no further costs are incurred by GEMA for the music user / licensee.
